I just finish developing a News Mobile App, Please can an one help me on how i can make the News mobile App pop out notifications on any android phones after lunching to play store, like other news apps. I make use of Python programming Language.

As Android uses Java as their language and you say that your application is in Python, I assume that you are using some framework that ports the application to Java, maybe Kivy or BeeWare?
It will be interesting to share more about the technology you are using to develop the application in case we have someone in the community with expertise in that framework.
